Status til K-Polo og Copenhagen Watersports inden budgetforhandlingerne

Orientering til de to øvrige foreninger med aktiv drift på matr. 616 om, at budgettet er indsendt, at forhandlingerne ligger i begyndelsen af september, og at dispensationen er meddelt uden vilkår. Redegør for, hvorfor rammen er så stor: rådgiveren og ingeniørfirmaet har fastslået, at de eksisterende starttårne ikke kan dokumenteres ved beregning og derfor ikke kan lovliggøres, som de står. Foreningen gør samtidig opmærksom på, at kommunen kræver lovliggørelsen på plads, før helhedsplanen kan komme videre — og at de nye tårne kun realiserer en flig af planen, som ikke gavner de to andre foreninger. Status til Klaus Goldschmidt Henriksen (EL) forud for budgetforhandlingerne

Statusopdatering til Folkeoplysningsudvalgets forperson, som hjalp med koordineringsmødet i juni: budgettets størrelse og sammensætning, at knap 1 mio. kr. af rammen er jordforurening fra Arsenaløens tid som militært område, og at driften fortsat koster kommunen 0 kr. Vedhæftet tegningssættet til de to nye starttårne.

Tilbud på akkrediterede jordanalyser — 380 kr. pr. prøve

Kristine Kjørup Rasmussen (OIKO) videresender tilbud fra Eurofins på jordpakken: kulbrinter, syv PAH-forbindelser og seks tungmetaller til 350 kr. pr. prøve plus 30 kr. i miljøgebyr, ekskl. moms, DANAK-akkrediteret. Rådgiveren anbefaler at budgettere med 50 prøver for at få et dækkende billede af hele banen. Erstatter det spor, DJ Miljø aldrig leverede et estimat på.

Opmålingen fra 2025 dækker ikke hele terrænet

Landmåler Tanja Kjær (LIFA A/S) oplyser, at opmålingen af 30. marts 2025 ikke omfatter en samlet terrænmodel — der blev prioriteret starttårne og områdets ydre afgrænsning. Det gør mængden af ren jord til afdækningen til et skøn frem for et regnestykke, og udløser en ny budgetpost til supplerende opmåling.

KFF: KEJD kan ikke påtage sig jordhåndteringen ved fundamenterne

Kim Natour Svendsen svarer på foreningens anmodning om, at grundejeren overtager jordhåndteringen ved fundamenterne: KEJD "kan ikke påtage sig en udefineret opgave/finansiering". Foreningen skal prissætte opgaven fuldt ud som en del af budgettet og selv indlægge den nødvendige risiko til uforudsete udgifter. Posten bliver dermed i foreningens ramme.

Tre grundejerforhold til KEJD — jorddata, rådgiver og ansvarsfordeling

Anmodning til Kasper Stau Bandmann (KEJD) om at udlevere kommunens eksisterende data om jordforureningen, så miljørådgiveren ikke skal starte forfra, om at rykke den rådgiver KEJD selv har anvist, og om at grundejeren påtager sig jordhåndteringen ved fundamenterne. Begrundelsen er, at forureningen følger Arsenaløens historie som militært område — årtier før foreningen kom til.

Foreningen påtager sig bygherrerollen på hele lovliggørelsen

Svar til KFF: foreningen løser hele opgaven som bygherre — starttårne, støttemur, værktøjsrum, jordforureningssporet og myndighedsbehandlingen. Etapedelingen fra 10. august droppes til fordel for én samlet ramme, fordi kommunen kun søger økonomi én gang, og foreningen overtager samtidig det § 8-spor, den 10. august havde bedt kommunen om at føre.

Københavns Kommune meddeler dispensation fra fortidsmindebeskyttelseslinjen i sag S2026-6760, uden vilkår og med udnyttelsesfrist 12. august 2029. Ansøgningen blev udarbejdet og indsendt af foreningens rådgiver OIKO 10. juli. Naturbeskyttelsessporet er dermed lukket; tilbage står § 8-tilladelsen efter jordforureningsloven og selve byggetilladelsen.

Officielt svar fra borgmesterens kontor på foreningens brev af 23. april. Bekræfter at sagsbehandlingen er rykket til 7. maj og at foreningens forslag om fortsat selv at lovliggøre og drifte anlægget er skrevet ind som et løsningsforslag blandt de øvrige bud. Borgmesteren udtaler personligt: "Det er min opfattelse, at de fleste af os deler ønsket om, at der fortsat kan eksistere en cykelbane i den lille skov på Holmens Idrætsanlæg." (1) tilkendegiver foreningsdrevet udmøntning af spor 2, (2) påviser at en lovliggørende byggeansøgning ikke kan være "komplet" inden for 2 måneder, da § 8-tilladelse og naturbeskyttelses-dispensation er forudgående, (3) afgrænser hvilke forhold på matriklen 616 der er foreningens ansvar at lovliggøre vs. øvrige brugeres, (4) dokumenterer driftsmæssig konsekvens af nedlukningen af starttårnene, (5) anmoder om vilkår eller midlertidige foranstaltninger der kan tillade fortsat drift under lovliggørelsen, og (6) anmoder om forhåndsmøde med TMF før der træffes afgørelse om frist og påbud. Briefing to the two other associations with active operations on land parcel 616: the budget has been submitted, the negotiations fall in early September, and the dispensation has been granted without conditions. Explains why the figure is so large — the advisor and the engineering firm have established that the existing start towers cannot be documented by calculation and therefore cannot be legalized as they stand. The association also points out that the municipality requires the legalization to be settled before the master plan can move on — and that the new towers realise only a sliver of that plan, one that does nothing for the two other associations. Three landowner matters to KEJD — soil data, advisor and division of responsibility

The City of Copenhagen grants dispensation from the ancient-monument protection line in case S2026-6760, without conditions and valid for use until 12 August 2029.
