Nedlukning af starttårnene

Kontekst

Baggrund: TMF's henstilling af 24. november 2025 (sag S2024-732141) angiver at trækonstruktionerne på arealet — herunder starttårnene — kræver byggetilladelse. KEJD-referatet af 14. marts 2025 fastslår som grundejer-anvisning, at banen må benyttes under lovliggørelsen, men at de to tårne skal afspærres.

Foreningens handling: Holmen Dirt har selv afspærret tårnene og de tilhørende ramper fysisk. "CLOSED"-skilte, kæder og barrierer er sat op ved rampens top og ved indgangen. Dette sikrer at tårnene ikke anvendes under lovliggørelsesforløbet.

Status: Foreningen beder udvalget anvise en procedure for midlertidig sikkerhedsvurdering af tårnene, så de kan tages i brug igen under det lovliggørelsesforløb, foreningen nu driver videre med ekstern rådgivning undervejs.

Præcisering — nedlukningen er ikke begrundet i en sikkerhedsvurdering:

Foreningen har under sagsforløbet fået uklare og indbyrdes modstridende signaler. KEJD-referatet 14. marts 2025 siger at banen må benyttes mens tårnene skal afspærres — men det er en pragmatisk grundejer-anvisning, ikke en sikkerhedsvurdering. TMF's henstilling 24. november 2025 bruger formuleringen "konstruktionerne vil skulle ombygges så de er sikkerhedsmæssigt forsvarlige" — men eksplicit som en "umiddelbar vurdering" i en byggesagskontekst om manglende dokumentation (statiske beregninger, brandklasse, certificeret statiker), ikke som resultat af en ingeniørfaglig vurdering af konstateret farlighed.

Ingen myndighed har foretaget eller udtalt sig om tårnenes faktiske sikkerhed. Foreningen har siden foråret 2025 — senest ved TMF 7. maj 2025 — anmodet om en anvist procedure for midlertidig sikkerhedsvurdering, uden at få en vej anvist. Afspærringen er foreningens egen foranstaltning som svar på grundejerens anvisning og det tilladelsesmæssige forløb, ikke som svar på en konstateret risiko.

Den samme tilladelsesmæssige begrundelse (manglende § 8-tilladelse og byggetilladelse) gælder for hele anlægget — inkl. banen og jordhoppene. Grundejer har valgt at acceptere midlertidig brug af banen men ikke af tårnene. Foreningen beder om samme pragmatiske tilgang til tårnene under rimelige midlertidige vilkår.

Spørgsmålet om midlertidig brug

Tårnene er en integreret del af anlægget — uden dem er banen i praksis ubrugelig til træning. Foreningen har rejst spørgsmålet over for både KFF, KEJD og TMF (senest ved TMF den 7. maj 2025), uden at få anvist en procedure for midlertidig sikkerhedsvurdering.

Vi er enige i, at tårnene skal lovliggøres. Vi beder om en vej til midlertidig brug under forløbet, så anlægget kan holdes i funktion for de 283 medlemmer — heraf 185 under 25 år — mens byggetilladelse indhentes. Indtil en sådan vej er anvist, står nedlukningen som dokumenteret her.

Context

Background: TMF's recommendation of 24 November 2025 (case S2024-732141) states that the timber structures on the site — including the start towers — require a building permit. The KEJD meeting minutes of 14 March 2025 set out, as the landowner's instruction, that the track may be used during legalization, but that the two towers must be barricaded.

The association's action: Holmen Dirt has itself physically barricaded the towers and the attached ramps. "CLOSED" signs, chains and barriers have been installed at the top of the ramp and at the entrance. This ensures the towers are not used during the legalization process.

Status: The association asks the committee to designate a procedure for an interim safety assessment of the towers, so that they can be brought back into use during the legalization process the association is now driving forward with external advisors.

Clarification — the shutdown is not based on a safety assessment:

During the case, the association has received unclear and mutually contradictory signals. The KEJD minutes of 14 March 2025 say the track may be used while the towers must be barricaded — but that is a pragmatic landowner instruction, not a safety assessment. TMF's recommendation of 24 November 2025 uses the phrasing "the structures will need to be rebuilt so they are safe" — but explicitly as an "immediate assessment" in a building-case context about missing documentation (structural calculations, fire class, certified structural engineer), not as the result of an engineering assessment of established danger.

No authority has carried out or ruled on the actual safety of the towers. The association has since spring 2025 — most recently at TMF on 7 May 2025 — asked for a designated procedure for an interim safety assessment, without receiving a route forward. The barricading is the association's own measure in response to the landowner's instruction and the permit process, not in response to any established risk.

The same permit-based rationale (missing § 8 permit and building permit) applies to the entire facility — including the track and the dirt jumps. The landowner has chosen to accept interim use of the track but not of the towers. The association asks for the same pragmatic approach to the towers under reasonable interim conditions.

The question of interim use

The towers are an integral part of the facility — without them, the track is in practice unusable for training. The association has raised the question with KFF, KEJD and TMF (most recently with TMF on 7 May 2025), without being given a designated procedure for an interim safety assessment.

We agree that the towers must be legalized. We ask for a route to interim use during the process, so that the facility can be kept operational for the 283 members — 185 of whom are under 25 — while a building permit is obtained. Until such a route is designated, the shutdown stands as documented here.
